Building a new town hall as a compact, sober and flexible building and linking views and urban spaces are the main ideas of the proposal.
The villa of Medinaceli is divided in two areas: the historical centre at the top of the hill and the moden economical area at its bottom. Make a relationship between the two areas is an aim of the project, through the town hall balcony, the most representative area of the building, as a big frame of the far views, specially the Roman Arch of the historical centre.
The new town hall is located in the adjacent plot to the existing one to create a bigger urban space, more appropiated to a public building, south-looking and separated from the road with a vegetal barrier. This also allows the use of the existing town hall until the new one is in use avoiding removals and expensive costs.
The new town hall connects two plazas, town hall and church ones, through a passing lobby and a porch. The lobby, a double height space is the heart of the building, linking both public spaces and the inner work spaces of the building.
The inner organization is based and flexible and modular spaces, easily adaptable to several organizations and needs.
